As a community starts to thrive and grow, more and more businesses and residents move into the area. Along with new growth, comes new buildings and homes in the community. What about the existing buildings in the area that might have lost their tenants due to previous lack of growth? An existing building is a perfect place for future business owners to begin a new business. Adaptive reuse, the process of reusing an old site or building for a different or new business, is a great way to bring new life into an old building.
One community that is booming with growth along the Northshore in the New Orleans area is Mandeville. Barrett and Jill McGuire, of McGuire Real Estate Group, are using adaptive reuse at two sites in Mandeville. Rest Awhile is currently underway and is now a restaurant complex and Band’s Food Store’s old building is currently under review to become a restaurant in Old Mandeville.
Currently under way, is the Rest Awhile restaurant complex. Originally the
Rest Awhile building was the Frapart Hotel in the 1800’s which later became a retreat house for those in need. After Hurricane Katrina in 2005, the building was left abandoned and now the project is preserving the old building into a sit-down restaurant. Two other buildings on the site include the Hadden Cottage, which plans to be a coffee and tapas bar and the Sophie B. Wright Cottage which plans to be a tavern.
The McGuire’s second project is close to Barrett’s heart. Band’s Food Store, in
Old Mandeville, was built in the 1940’s and served Old Mandeville for decades. As a young boy, McGuire remembers sweeping the parking lot of the grocery store, located at Lafitte and Monroe, to earn money to buy baseball cards. The couple purchased the site for $275,000 and hope to turn the building into a restaurant. McGuire says they are focusing on “a lunch counter concept at this point” and as for the name, “we haven’t gotten that far yet,” he said.
Adaptive reuse is not only a smart and green way to reuse current buildings, but is also a great way to preserve a community’s memories and history. As for the McGuire’s belief on conserving the old grocery store site, “It’s a great little place. It deserves to be put back into commerce,” he said.

The economy and housing market are the strongest they have been in the past 10 years. As the housing market and economy thrive so does the ever-changing communities throughout the country. St. Tammany Economic Development District wants to evolve with the ever-changing market.
The St. Tammany Economic Development District is the forefront of St. Tammany’s economy. As stated on their site, the agency’s objective is to “seek to preserve and promote the quality of life by strengthening and supporting vibrant economies.” Businesses and Residence can follow the community’s economic development, successes and future opportunities found throughout St. Tammany via the agency.
St. Tammany is a great area to both live and work. With the low cost of living and the strong business climate, the parish is on a growing trend and is home to industries that include advanced manufacturing, corporate headquarter offices, distribution and logistics, oil and gas, information technology, and healthcare and biosciences. The current population of 255,000 and civilian labor force of over 126,000 keeps this strong economy going.
Along with the growth comes competition with other attractive communities throughout the state and the country. Chris Masingill, who leads the St. Tammany Economic Development District, announced a plan to attract and keep businesses in St. Tammany Parish to the St. Tammany West Chamber of Commerce, November 10, 2018, at a breakfast held at Tchefuncta Country Club. First on the agenda is to rebrand St. Tammany Economic Development
District with a name change to “St. Tammany Corp.” and a new logo.
Masingill explained that along with the name change, the St. Tammany Corp. will have a new framework for how it handles business in the Parish. They will focus on many factors which include how the Parish’s various communities interact with each other to the role of government and tax incentives in economic development.
“This is not just an academic exercise,” Masingill said. “We’re looking at everything.”
A study will be conducted on how the agency wants to expand its “regional reach.” Masingill wants to establish a good working relationship with other agencies in the Parish, the economic development group Greater New Orleans Inc. and even over state lines. The plan for the new framework is slated to be completed by year’s end.

A list of the 21 green building products or practices used per the standards of the National Green Building Standard Certification include solar water heaters, passive solar design, energy management systems, reused or salvaged materials, smart appliances, prefabricated components, building materials driven from renewable resources, recycling construction waste, building materials with recycled content, alternatives to dimensional lumber, on-demand water heaters, materials from regional suppliers, water conserving faucets and fixtures, efficient construction techniques that minimize material usage, moisture control measures to enhance durability, improving the home’s thermal envelope, duct systems designed to minimize leakage, ENERGY STAR® appliances, programmable thermostats, high efficiency HVAC systems, and low-e windows.
According to a survey of 337 single-family builders, builders of this survey averaged using 10.2 green products or practices in the new homes that they built. Topping the list at 95% of builders using this green product were low-e windows. Other very popular items included high efficiency HVAC systems at 92% of builders, programmable thermostats at 88%, ENERGY STAR® appliances at 80%, and duct systems designed to minimize leakage at 78%.
Improving the home’s thermal envelope, which is a practice that Ron Lee Homes strongly endorses came in at 67%, as well as moisture control measures to enhance durability and efficient construction techniques that minimize material usage.
Interestingly, all builders surveyed said that they used at least one green building product. Builders have the voluntary option of actually getting a green certification of the new homes that they build. Programs such as ENERGY STAR®, LEED, and programs run by state or local jurisdictions allow a builder to certify their home a green standard. Of the surveyed builders, 22% said that they always or almost always get this certification. Ron Lee Homes is a Certified Green Builder through the National Association of Home Builders (NAHB). Whatever type of home construction you are planning – a new, custom home or a complete remodel / renovation of your existing home – you will want to pay attention to the trends that are showing up in remodeled or newly built new homes. Below are several trends that are popular among contractors, builders, and homeowners.
1. Luxurious garden tubs or jetted garden tubs have held steady in home construction for years, but for 2016, the trend is shower stalls or walk-around showers with shelving and seating. There are some really unique shower designs that include multiple shower heads and even massage sprays.
2. For your backsplash, trim, or even walls and floors, ceramic tile is not as popular now among renovators and builders as glass tile. The glass tile comes in many different colors as well as designs with multiple colors, so choose your matching design and go crazy!
3. When stepping up to the gourmet kitchen or luxurious master bath, granite countertops used to be the ultimate material that reflected the type of construction of your new home or remodel. There is a new material that is called engineered quartz that is not only tougher than granite and lasts longer, but it has the same timeless, classic, and upscale design for your custom counter work.
4. Toilets naturally came in lower to the floor sizes for decades, but now there are choices of toilet heights that are available to new home buyers, and buyers are choosing height over flow. The new, higher toilets are also more water efficient and modern, saving some homeowners on utility bills.
5. Along with ornate, custom-built, real wood cabinetry; home buyers and remodelers now have a choice of painted, stained, and dark wood cabinetry vs. the traditional oak cabinets that were standard for new home construction projects. Choose and contrast these colors as well with a two-toned look in the kitchen or bathroom.
6. Even though, we as a custom home builder still encourage you to buy reliable appliances throughout your home, the industry has caught up with technology, so some home buyers and home renovators are now going with a mid-range level of appliance vs. a high-end appliance package. The appliances themselves seem to have the same duration of service, and you can also purchase upper end looking fixtures, such as stainless steel to achieve the look you want without all of the cost.
7. Back to the basics – homeowner and savvy new home buyers know to renovate and build their homes with real wood flooring such as solid oak or pine instead of engineered flooring. While the look and cost of an engineered floor is great for the first few years, the results after many years of wear and tear don’t stand the test of time, weather, and constant use. Homeowners and new home buyers will be looking to find affordable real wood choices for their flooring.
The Northshore Home Builders Association (HBA) in St. Tammany Parish is once again, in 2016, building a Raffle House for Charity called Raising the Roof for Charity. A new home is constructed by member of the Home Builders Association of St. Tammany Parish on the North Shore, and then, this home is auctioned off to raise funds for several chosen local charities. Ron Lee Homes in St. Tammany Parish is one of the elite builders in Covington, Louisiana, which builds fully custom new homes with spectacular finishes. Inside or out, these new homes are built with intense attention to detail to make sure that every minute finish is construction with as much perfection as possible. Many of the interior amenities of custom homes built by Ron Lee Homes are imported materials or custom built materials that are installed by specialty contractors.
According to the National Association of Home Builders (NAHB), this type of new home construction actually trends with national averages in that 29.6% of the cost of construction is spent on interior finishes. The rest of the breakdown in construction costs are as follows: framing (18.0 percent), exterior finishes (15.0 percent), major system rough-ins (13.1 percent), foundations (11.6 percent), final steps (6.8 percent), site work (5.6 percent), and other costs (0.5 percent).
When calculating the cost to build a new, single-family home, the NAHB surveyed builders with its Cost of Construction Survey and found that new homes built on approximately 1/2-acre lots with 2,802 square feet had a sales price of $468,318. 61.8% of that sales price encompassed the cost of the construction of building the new home which is only .1% higher than the costs reported in 2013.
Interestingly, the cost of the lot and the cost of finishing the lot made up a large chunk of the expense of building in the total percentages spent of the sale. Land in St. Tammany Parish has a premium price compared to more northern and western parishes in Louisiana as well.
At the same time as this data has been released by the NAHB, another analysis of construction spending says that total private residential construction spending for September increased 1.3% over August spending and 13% year-over-year. The reason for this increase may also be the increase in the cost of materials as well. However, single-family home permits and starts are up as well, so the money put back into the economy in the form of materials purchases as well as employment is up across the board nationwide – a good sign for the real estate market.
